The board is responsible for financial oversight, goal-setting, policy development, and fundraising. Board members meet monthly to review programs and make policy decisions, and dedicate additional time to chair or attend committee meetings.

President: Mike Horn
General Manager | IHF Export Corporation
Michael owns and manages a company involved in the export of food products worldwide. After completing his MBA, he had a career in business management in large food companies and eventually started his own company. He has been involved with Mama’s Kitchen since 2013, is starting his 8th year on the Board of Directors, and has been a volunteer driver delivering meals to Mama’s Kitchen clients for 9 years. He is passionate about Mama’s Kitchen’s mission to improve the lives of people vulnerable to critical illnesses through nutrition.

President Elect/ Vice President: April Heinze
Community Volunteer | Retired
Ms. Heinze retired from the Navy in 2005 after more than 23 years of active-duty service as a Captain, Civil Engineer Corps, where she had extensive experience in building and infrastructure acquisition and management around the world and gained a reputation for leading large teams of people to solve complex facility project and system problems. Following the Navy, Ms. Heinze joined Carter & Burgess, Inc. (now part of Jacobs Engineering) as a Vice President for Federal Programs where she was responsible for increasing the company’s federal business portfolio by successfully matching Federal clients’ facility and infrastructure needs with innovative and cost-effective solution teams. In 2007, Ms. Heinze returned to public service, joining the County of San Diego as the Director of the Department of General Services, responsible for facilities management, capital project planning and construction, energy, and utility program management in over ten million square feet of facilities and more than 1,100 buildings spread over 4,200 square miles. She was also responsible for all County government real estate purchases, sales, leasing and rights of way over 45,000 acres of County land, and acquisition and management of a 4,000-vehicle fleet. In 2016, Ms. Heinze was promoted to Deputy Chief Administrative Officer for the County’s Community Services Group where she was responsible for managing 1,000 employees in five County departments including General Services, Animal Services, Libraries, Purchasing and Contracting, and the Register of Voters. During the COVID-19 pandemic, she worked with public health experts, local governments and hotels to reduce the spread by providing safe congregate shelter to vulnerable homeless populations and isolation rooms for positive cases. Ms. Heinze retired from the County of San Diego in July 2020 after 13 years of local government service. In 2022, Ms. Heinze joined the board of Mama’s Kitchen, helping to ensure our neighbors living with critical illnesses receive home-delivered, medically-tailored meals to improve their health outcomes. Ms. Heinze holds a M.S. in Engineering (Construction Management) from the University of Washington and a B.S. in Mechanical Engineering from the University of Virginia. She is also a graduate of Northwestern University, Kellogg School of Management’s Advanced Executives Program, and the Naval War College and is a licensed Mechanical Engineer in California.

Treasurer: Julia Jaffe
Director of IT Risk Management and Compliance | Qualcomm
Julia is a seasoned technology and operations leader with over 20 years of experience in wireless telecommunications and semiconductor industries. She is known for driving strategic innovation and transformation in IT security, risk management, compliance, and business operations—initiatives with visibility at the board of directors level. Currently serving as Director of IT Risk Management and Compliance at Qualcomm, a $40B+ global enterprise, Julia established global IT risk and resilience strategies aligned with corporate objectives, including Qualcomm’s expansion into automotive and IoT. Notably, she led a service resilience initiative that prevented $5M in annual losses for a manufacturing acquisition. Julia has a strong background in technology-business alignment, having led Technology Business Management (TBM) practices to improve IT spend transparency. Earlier, she drove major infrastructure modernization, resulting in 30% cost efficiency through datacenter diversification and application migration. In previous roles, she led financial analysis for Qualcomm’s consolidated and business unit financials, and supported startup commercialization at Qualcomm Labs, where she helped launch 12 ventures, six of which integrated into existing businesses. Julia is also a champion for diversity and inclusion, actively leading gender equity initiatives within Qualcomm and her community. Personally, she enjoys global travel and guiding her college-age sons with her husband.

Secretary: Andrew Rosenberg
Community Volunteer | Pier Services Agent
After spending most of his career as a senior marketing executive, Andrew Rosenberg founded and operated Over The Moon Media, a media buying company focused on retail advertising, for 10 years. Now retired, he works as a part time, seasonal employee in the San Diego tourism industry, focused on the cruise ship industry. He has been volunteering with Mama’s Kitchen since 2009, having been introduced to Mama’s during his tenure on the board of directors of the San Diego Gay Men’s Chorus. Andrew is very passionate and dedicated to Mama’s Kitchen and our mission, joining the board of directors in 2016 and serving for 6 years in various leadership positions including Secretary and Treasurer. After a one year hiatus, Andrew returned to the board in 2022. “I am very excited to be back on the board. Mama’s Kitchen is an amazing organization that enhances and changes people’s lives every day and I am proud and thrilled to be able to contribute.”

Member at Large: Bill Jefferson
Director of Business Development | Certara
As a Director of Business Development at Certara in San Diego, Bill helps pharma and biotech companies enhance decision-making and streamline processes, ensuring safer drug development. He brings a strong background as a certified LATG Toxicology Researcher, with significant expertise in nonhuman primates. Before his 2012 relocation to San Diego, this Western Michigan University Biomedical Sciences/Chemistry graduate was deeply involved in the Kalamazoo LGBTQ+ community, notably serving as President of the Kalamazoo LGBT+ Professionals Network and co-chairing Kalamazoo Pride. Today, he contributes to the community as Development Chair for Mama’s Kitchen. Outside of his professional and philanthropic pursuits, Bill enjoys running, exploring Napa red wines, and traveling abroad with his family and his beloved maltipoo, Ribo.
